Andy Warhop Pop Art Photo in Paint Shop pro XI

I am doing some on line tutorials to learn Paint shop Pro XI. I own a professional pet care service and I wanted to make Pop Art photos to give as gifts for my clients. Does anyone know the steps I would take to make a pop art of a dog? I am attaching some that I found on line but it did not have how they are made. These are I think paintings but wondering if I could do this with Paint shop pro. Thank you for the information.
