My contribution.
Increased saturation for the flowers. Used surface blur at low settings followed by impressionist filters (chunky strokes, fine brush hairs). A sketch layer at low opacity to emphasize edges (linear burn).

Tried to keep it simple, ended up doing all sorts of stuff.
Basically though Simplifier, Refield's twice (bas relief & outline), colour adjustments and texture added. All on different layers of course.
There was more, but my brain hurts,

Open,ctrl-j, Topaz adjust small details'duplicate orig.layer,impression pu-tied mosaic, fiddle with opacity,fiddle blending mode,viola-Phew!
