Distort tool on several selections then some filters:
Accented Edges
Smudge Stick
Sketch:Charcoal on a duplicate & masking the man's face.

Lot's of stuff; usual filters that I always seem to use (Paint Engine, Impressionist, etc.). Also used GIMPressionist Canvas preset to add additional texture and, in the begining of the rendering, I Overlayed a Toadies metalwork filter. |
