it seems that blue eyes are in fashion recently

not much, but i still like the effect - she's rather seductive, don't you think?

100K or less rules are killing me.

That said, the attached is as is. However, here is what I really wanted to show. Note the background light sketch effect of the hires (lost due to compression from the attached, though the subject herself still surprisingly looks good). I used Flaming Pear's Mr. Contrast and Impressionist Scribble on Original preset mainly to create this sketch. Hope you all like it.

i love that technique, but something about the mouth area gives here almost an unexpressed resentment look, or almost a tiny sneer.

I discovered this while fooling around. A happy accident if you like.
This is more a lighting effect than art but I kinda like it

1)Dulicate the layer
2)Filters/Artistic/Neon Glow. Set the Glow size to 5 and Glow Brightness to 19
3)Filter/Blur/Lens Blur. I just used the default settings
4)Go to Layers and set the blend mode to Difference and set Opaciity to 60%
