Tutorial (link): Watercolor, Slim Palmer

Ran across this one today. It was new to me.

Although applied to a background in this tutorial, the steps seem to have promise on some images. It's the first time I've ever used the Watercolor filter as part of a so-called "watercolor method" and had the results look moderately decent.

Note: For each filter applied, I followed with Edit > Fade [filter name] and experimented with the blend modes so the results didn't get too dark as they sometimes can with Watercolor and Waterpaper.

The following is based on this technique. You'll need to experiment with the filter settings and apply Fade commands.
