Such a lovely place to be on a sunny day!

I just used Color Range to separate out the sky and ran halftones-then Fragment and Ocean Ripple on it. Took a Color Range of the sand/plants and similar range and copied to own layer set to Screen layer mode. Added texture layer and erased to taste.

I desat, dodge/burn, oversharpened, aniso. Masks, blends,opacities.

After the last two, I decided to NOT go the path of the artistic.

This is mainly done using various curve, level, and selective color adjustment layers, while masking in parts. Mainly, I kept the sky and land areas seperate in the adjustments. I used a little background Gaussian blur to make the trawler pop just slightly.
I cropped it, because I didn't like the sky taking over half the composition.

Quick Watercolour....

Bottom Layer - Buzz Simplifier - Dupe BL
L2 - Virtual Painter/Pastel/Default (free filter)
Mode - Luminance (L) - Dupe L2
L3 - Overlay 38%
Merged all visible.
Mask added
New Layer (bottom) filled with white.
Merged both layers.
Matte frame
