Okay, Danny, I'll get this started, because it just screams out for using Impressionist. The first problem, however, is composition. Obviously it needs a little straightening, but I'm afraid the neat windmill is just too far away from the boat and too small to be the main focus itself. So I put the boat in the prime "thirds" spot which puts the adjoining pathway in a perfect diagonal supporting role. Then I used your Impressionist setting "djr01> Charcoal: Color Scr on K" faded to darken mode, and then Stamp>Dryrag faded to darken. I faded the bright colors a little from front to back to add some depth. I used this technique on an image I took last Fall at Seattle's Ballard Locks, and at Pike St Market shown here:
