Photoshop and Lucis filters, then chalk brushes, paper texture, and grunge brushed for the edges.

where'd the frame come from? stock PS or something else?

The frame is a PS action and works on any size picture. Called frame with back ground.

Some fun with Eyecandy (free version).

Added some fur the the kitties and also used Impressionist Detailed Color Pencil on the background. Some selective erasing (revealing the base layer) for cleanup and voila.

I'm sure this link was done on a retouchpro forum before; just couldn't find that link, so here is the direct link to where you can get a free copy (and legal too) of eyecandy.
