can any1 tell me how to create rain to drop in on top of an image?

Welcome to RetouchPRO, vahakn.

Assuming you are using photoshop, do a search at www.Google.com and use this as a search argument for water drops...

photoshop tutorial "water drop"

or for just rain...

photoshop tutorial rain

You will discover many tutorials that describe how to create these effects.

also if you are using Photoshop (7) there is a rain style in the colour/swatches/style pallette under image effects
