A watercolor from a photograph using an action.

The original and the result is posted for comparisons sake and critique. the action is called, "Slap-Dash5".

Gunner, There are many actions that say they will create a water color, but I find that 90% of them leave me cold. I don't know how much control the action gives you over settings, but your demo still looks a lot like a photo with some splotches around it to me.

Here's one I did using my Line Art tutorial with a few tweaks on the b/w layer after doing the basic steps. Of course everyone has their preferences. It's what makes the world go 'round.
