I first did a loose QM selection of the child and newspaper and jumped the selection to a new layer. Then inverted that selection and jumped the background to a new layer.
I then ran my Line Art method on both layers so that I could work on the child and background separately. I added a mask to the child sketch and with low opacity brush painted back more of the underlying colors.
On the background sketch layer I used a sea sponge brush with light opacity and painted on a mask to both bring up the color and smear the colors together.
Added a small amount of noise to the masks on both sketch layers. Merged all, added canvas and borders.

Sketching in Photoshop starting with photocopy filter ( had not really used this before). Masks for cleanup - added sketch lines where needed, dodging and burning to even out lines, Paintengine posterize to simplify the color.
Klassylady - too funny and nicely done.

I kinda like this effect also.
