Hm I used Paint Shop Pro v8.10 and the softness came from smudge painting it and the grainy look was achieved by applying Effects/Brush Strokes with the setting set to Softness=2 Length=15 Density=25 Bristles=13 width=10 Opacity=0 Angle=143 Color=#5B5B5B.
This is one of my favorite presets for this tool!  LOL
I haven't found away to achieve this effect in Photoshop  but some other's here may be able to get something real close. Hopefully!
