I used a adaptive equilization filter, i like the effect that you get, but do feel a bit of a cheat just doing a slight movement of the slider and pressing a buton

Cool, Palms. Nothing wrong with easy if you like the results. I just posted a tutorial on my website showing how to create an oil painting in two clicks in PS. I use it a lot. Even made an action.

My first submission...
Standard PSE4 tools, equalize, highpass with radius 15, mode darken over neutral gray softlight layer, warming photo filter, layer copy with inked contours PSE filter 70% opacity.
