Color corrected. Art History Brush and very light (10% opacity) History Brush. Texture map. An overlay (soft light blend mode) of a layer filled with "Confetti" texture (Soft Light Mode).

Not so Ancient Chinese Secret; used GIMP's Neon Edge detect filter (using this for a lot of things lately) along with Layer property settings unique to GIMP (i.e., Grain Extract and Grain Merge for instance) for the sketch like feel. Again thanks for the comments Dee Dee.
