I vaguely remembered manjurum using a motion blur (plus I added a few other filters like sprayed strokes and reticulation) of the image as a background.
Then I used AHB, duped that layer and did another motion blur on the bottom one of those. Set that to overlay. Feathered the edges of the top AHB layer, flattened and added texture.

Alan, is that AHB? What brush(s)? You're getting so good at that loose brush stroke look.
