Thank you Steve.

The foreground (eagle) is a smudge using Trimoons #23 preset brush, with a lot of sharpening, plus some small colour adjustments.
The BG is a dupe of the foreground blurred and stretched a little then a render lighting effect (omni) added.
The masking of the eagle took the time, I had to go around the mask with the smudge brush to fill in some of the awkward edges a little, this made it look a little better.
