Been wanting to paint this, but time has been limited.

Various distortions and pixelations to push the color pixels. Line sketch. Merge and paint with PST.

Boy, I'm a poor person to ask about the pattern stamp tool, but it's tons of fun to work with. I'm sure it's in all the Photoshop programs. It's available in PSElements anyway. Swampy has an excellent tutorial on her site. I'm not sure if PSP has anything comparable.
Anyway you can copy any photo or layer and put it into the patterns, then using the Pattern Stamp tool, you can paint all or part of the pattern into your picture. For the tulips I used a layer of the tulips, one of an outline of the tulips and a gold texture layer to paint. I don't have a wacom tablet or even a mouse for that matter. I do all my stuff on a laptop and I find the brushes are often hard for me to use, but the PST seems to work out all right.
Look at Swampy's tutorials. She has two on the PST. They'll give you a better idea of the workings of the tool.
