Here's a lighter oil effect.

Started with Topaz Simplify (beta) using their BuzSim preset and then applied Akvis ArtWork with the settings in the second thumbnail.

i did some work in psp first, mostly putting more color into the image through some blending techniques. i then took it into filter forge for some illustration work.
