Newbie How do I get this acrylic painting effect please?

I really like the effect that has been created with this retouched image. The finished image is here....

and if you click on the pic underneath, you will see a full size of the original photograph.

The guy who did the pic cannot remember how he did it, but said he thinks he used a couple of actions and a couple of layers.

Does anyone have any idea how I could reproduce this effect? I love it!

Well my thoughts to get you on the way are

dave seeram's illustration action (free one 10th down)

or try Joevens fake smudge workflow which i made a action for here post #41
that may get you close,

Hi Palms1.....I am absolutely delighted with your suggestions. I experimented with the Dave Sereem's Illustration Action and was very pleased with the result.

I ran the action twice for greater emphasis - one on top of the other.
Desaturated the result a bit.
Ran the smudge stick filter over it at 38%.
Then finally I highlighted several parts of the image.

Your advice was fantastic! Thank you again!

For the attached before and after, I used an image from sxc by Hara18.

Whoops - I am obviously doing something wrong, will upload the attachments in a minute....

An english translation of some of the action steps would be helpfull to make the action work on english speaking computers
IE:
tiefen/lichter
rauschen reduzieren (with 4 unknown entries ?)

ok here's the translation of the requested menues
- Shadow/Highlight Tiefen/Lichter
- Reduce Noise Rauschen reduzieren
- Layer From Background Hintergrund Kopie
- Smart Sharpen Selektiver Scharfzeichner

Dup three layers, ran Toadies Metalwork filter (middle layer) and blurred it with radius of 10 (using GIMP). Invert the result and set to Overlay. Set Top layer to Lighten. Did some selective erasing where needed on the middle layer. Flattened, dupped result, and sharpened Top layer before running GREYCstoration (a GIMP filter). Did some selective erase throughs where needed.
