Grant it looks very nice, i know you loose some details with compression but please do your work more justice and try to post a bit bigger or a link to a bigger image

Sure!

1. Download large picture
2. Tone Map with EHDR http://www.imagingluminary.com/Default.aspx (base channel)
3. Topaz Simplify TM'd image (channel)
4. Find edges of TM'd image and balance with curves.
5. Set a mask on the edge channel give a sketchier appearance.
6. Pencil Sketch filter on Simplified image (channel) selecting for shadow
7. Pencil sketch filter on Simplified image (channel) selecting for shadow and mid with strokes 90deg from other pencil channel
8. Duplicate Simplified image (channel)
9. Monkey around with the blend setting until I'm happy

Generally, screen one simplified layer into the base; merge another simp layer for chroma boost, darken with both pencil layers until happy; then mess it all up by reducing the image to the right size to post here and sharpen to try and bring some of the detail back.
