Smart blur on different color selections (used select color range tool to pick a color) then blur. Smudge with a spatter brush. PS watercolor. Run few sharpenings along the way. Shifted light green to yellow slightly.
To get the border fill a blank layer with a color (actually, for watercolor it better be white). Paint on the layer mask with a brush ( I usually use use one of "wet media brushes" set for watercolor)

ART-watercolor 24 djr.
Thank you for it. Tried a few other imported actions but they couldn't hold a candle to this one of yours.

Started with PS Watercolor filter then selective application of the Smart Blur. Followed with some color manipulation and hand brush work.
