Whats the best way to do this Watercolor style

My friend wants a digital watercolor of his house and really likes the style attached.

I'm fairly new to this photo art but am a keen learner.

Does anyone know how to get a similar style as the white house with the red house photo attached?

Is there any program or plugin or technique that will come close?

Your assistance is much appreciated.

Only a list of tools; requires experience to use them. Paint Engine, Linetracer (for the outline step; like the hand like outlines from the vector conversion; erased the lines that I didn't want to show obviously), and some GIMP tricks. Sorry, but way too lazy to outline the steps since you probably wouldn't understand my Greek anyway. Others may offer a better and simpler method hopefully. The only way to learn is to play (and I've been playing for several years now).

I agree with Lyle there is a huge list of variables but will add that the base image effects the outcome as well i.e. the white house lends itself more easily to the treatment

not the same technique but one done using the ahb and quite a few other tweeks

This is not a watercolor but it may help get you in the ballpark when combined with other methods presented here

my simple try:

on a copied layer
Redfield++ > Outline @ 00, 46, 8, 75... Lighten Mode...
'Eliminate White' Action
Curves on this layer
Combined all onto a new layer
Hue/Saturation> saturation +40

On this one i used Trimoons watercolour tool presets (tpl) on two layers

layer one watercolour starter
layer two water colour1 ( setting the blend mode to softlight i think or it could of been overlay )

( i may of simplified the photo first as well but cant remember )

Two quick watercolors,
one simplifying image with BuzzPro (no longer available, current analogue -Topaz simplify), an Impresionist plug-in layer in watercolor setting on the top at lower opacity.
Second is done in Artmaster Pro using standard setting , the program is no longer available, but the effect could be easily reproduced with standard OS filters

As you can see Macca there are infinite possibilities in doing a watercolor. And Palms is always a great source for ideas. Mine may be somewhat unusual in that I combine three different watercolor effects, along with other tweeks, for a final result. I offer it here as food for thought. Hope it helps.

Change image DPI to 98
Apply INU_NO_EGOKORO water color effect
Apply HydrO effect – This creates a duplicate image named Watercolor
On Watercolor image, dupe background
Run onOne PhotoTools Watercolor effect to enhance edges – reduce opacity to between 50%-75% (The use of Topaz Simplify/Edges may do the same thing)
Dust and Scratches to soften a bit if desired
Sharpen, Clarify, Hue/Saturation, etc as desired
Apply Texture if desired

The INU NO EGOKORO effect can be downloaded here:

Everyone seems to have their own style. Here's mine. And since I wasn't happy with what I was getting with the AHB, this is strictly filters, which is unusual for me.

Smart blur on different color selections (used select color range tool to pick a color) then blur. Smudge with a spatter brush. PS watercolor. Run few sharpenings along the way. Shifted light green to yellow slightly.
To get the border fill a blank layer with a color (actually, for watercolor it better be white). Paint on the layer mask with a brush ( I usually use use one of "wet media brushes" set for watercolor)

Started with PS Watercolor filter then selective application of the Smart Blur. Followed with some color manipulation and hand brush work.
