I bet many would love to hear how you accomplished this; what program you used; and whether you used any plug-ins.

Thank you T Paul, your quite right I should give more info.
The only plug in used was Lucis at a very low level jest to pump up the contrast a bit.
The rest was all Photoshop, painting on masks, smudging and channel mixer for the B&W look and High keyish effect and quite a bit of sharpening.

Thanks for the manners reminder TPaul

Looks to me as if this pic has already been smudged some..

I moved the Teddy Bear to make a different composition then cropped, used actions, selections, Adjustment Layers, masks, noise removal and blending with PS7:

From a texture action I used Sandpaper, Gold Sprinkles, Parchment paper
A couple sketch actions .. Insta-sketch-beta, and Sketcher
An action called fake_skin_texture

Plug-ins were Polaroid Dust and Scratch, Imagenomic Noiseware for some noise removal, BuzzPro 3, Redfield++, remove white, remove black..

Plus a lot of different copied layers, Hue/Saturation adjustment layers and a bunch of Curves Adjustment layers using many different blending modes on each

What a cutie. Some of the shadows got out of control, but I liked the overall results so stopped. Cropped to square format, enhanced the image, heavily painted the background, used Impressionist for the child and bear, applied an edging and a few strokes.
The second version is the first simplified with no edging or paint effects.

Nice find Peter and I like your sketch.I used Topaz Clean and a bit of smudging with a sketch effect.
