Done with Snap Art in Photoshop then auto Painting in Corel Draw and some selective restore. Back to Photoshop for more selective restore, hand brush work and image touch-up. Original image from Stock Exchange.

I enjoyed playing around with the color...and wanted it to appear soft. Used Topaz Simp & Kyoto color plus dups & layer blending finished w/ PS texture.
