that's sort of like a dry watercolor, palms, which is, as far as i'm concerned, an oxymoron. nice

Not all GIMP. I first started out using DCSpecial's ICE4 filter (favorite filter to do Van Goghs). I then Run GREYCstoration on the result, enhance the contrast, and copied the result to clipboard for some Paint Engine work using Irfanview (since this plugin won't work in GIMP). I use @Wetter2 preset. I the copy back on top of my previous result and blended to taste. Simple stuff. Like the random like strokes, but wish I could figure out how to simulate Picasso's Chicken (linking Phyllis's host since I'm too lazy to find in online).

Should mention that I did some selective erase-throughs around the face area to retain better details. Don't want you guys to think that I was smart enought to use just filters, though you all know I do my best to try.

Nope just a few screened masked layers blended with some masked fake tone-mapping to bring out some detail then some plastic from Filter Forge then a tiny bit of fake smudge.. all masked plus I think maybe some hue/saturation enhancement

(seems like I do a lot of faking doesn't it)
