There are some wonderful versions posted here. I used Corel Painter Essentials and the Impressionist filter for mine.

Amy?

I found an earlier post of Amy's on how she creates her wonderful outlines/ edges in PSP....can anyone translate to CS3? I know how to do a sketch, but her process seems different.

Deb, you could try to run Filter->Sketch->Photocopy with low detail and mask out the lines that you don't want! Make sure you have the default colors (black and white) selected.

great find and thread here is my version although not quite sure how i got here i know i used a blur, sketch ,impressionist and a texture

Nice work Palms, i really like the way you smudged the colors to give it a nice watercolor finish, what effect do you recommend for that?
