I just wanted to have a play with your Photo to show some subtle variations..

The first sample is just shows the prep work before any painting..

The second sample is the first + Palms' "Fake Smudge Action" to smooth thing out a bit

The Third sample is the first + freeware program FotoSketcher

The fourth sample is the first + FotoSketcher + Fake Smudge

Hello ISeek, here is my take on your family photo paint art.
brought out eye color and lips
whitened around eyes and teeth
darkened eyebrows
smooth all skin
flattened background
simplified image with PaintEngine
finished using Impressionist for the paint effect
brightened a bit
