Hayes Island Effect for Photoshop 12 (CS5)

Anyone seen a breakdown of this routine that works for CS5? (Photoshop 12). The original version worked with early Photoshop iterations but it's a bit out of sync with the latest few.

I guess if I was an expert (which I definitely am not), I'd know how to modify the technique for CS5, but that's not the case :-(

So advice would be appreciated.
