I had to give this another try. Since I couldn't use Filter Forge, I did the next best thing. I cutout the blossom and used the Plastic Wrap, Chrome, and Glowing Edges filters, and changed the blend mode to overlay on each of those layers. I also darkened the background layer.

The liquid effect is really neat. Mine is lights and rain drops.
