Using Photoshop:
1. Duplicated layer;
2. Added Motion Blur;
3. Erased Bike & Rider from blurred layer;
4. Adjusted colors using Color Balance and Curves;
5. 50% gray overlay to adjust light and shadow;
6. Unsharp mask;
7. Added Sandstone texture.

I thought he might bump his head on the top of the frame so I gave him a little breathing room.

Then painted with the pattern stamp in CS2.
