I like pictures like this, but have trouble figuring out what to do with them. This time, I just used AutoFX DreamSuite Mosaic. One-Step processing!

Done in PS7. Ran Xero Moonlight filter followed by Paint Engine - arctic. Added a texture layer and faded to 80% with an overlay blend. I had to reduce the image size to 480 wide to get a reasonable quality in a 100K file. Sorry.
