Unfortunately I have slept quite a few times since creating this. What I was trying to do was to smooth out the areas into blocks of color. I used the (no longer available) PhotoEffex Background Blur plugin for that. You could probably use Smart-Blur, Edge-Preserving Smooth, buZZ, or something along these lines for a similar effect.
Next, I used Xero Graphics Irridium (sp?) filter to add the coloring. You can get all of Xero's plugins for free at: http://www.xero-graphics.co.uk/
I believe Irridium is in Set 4, but won't make any guarantees.
Now, Danny pointed you in the right direction for Microsoft's impressionist plugin. I love that plugin! It is perfect for applying single strokes of color on the picture.
