Pixia is a freebie image editing and paint program out of Japan. It has a lot of features for a free program, including layers, and has a really nice watercolor filter. (The watercolor filter is an add-on, but also free.) Here is the link.

Plasteroid is a new texture filter developed by Redfield. It is similar to Hypertile, but is cheaper ($28) and has a more intuitive interface. I'm just beginning to use it. It also has some nice framing features. (I think "Plasteroid" is not the best name they could have come up with.) You can download a free demo. It's worth a look.

* Hot Wax Coating
* Edges->Dilate (2x)
* FilterMeister Min-I-Max
* Soften Edges More
* Enhance Edges More

FilterMeister is a plugin for writing plugins. You can download it at: http://www.filtermeister.com The demo package comes with the Min-I-Max filter already compiled and ready to use.

The Amphisoft Sorting-Shaman (from http://photoshop.msk.ru/) is -VERY- similar (it was written by the same author), and the lite version works well.

Note: I did not follow the tutorial exactly. After each filter I applied a Edit > Fade [command] to tone things down a bit.

This is my first Creative Interpretation! I used hue/sat mask, over sized glow and just played around with blending modes. Messy but trying to go after a fantasy look....
