A pretty simple combination of Photoshop Dry Brush on top of a layer rendered by Impressionist. See attached screenshot of the Layers Palette.

Gotta love impressionist

duplicate background
run buzz gloss stack (remove around 100 rest around 4)

increase brightness and contrast (edit)

select black (used magic wand)
invert selection
paint with history brush (used a grunge/distressed brush)
impressionist
paint engine

Posterize
select color range
layer styles
b/c
dry brush
radial blur the wheel
Gaussian the rest
