Well, I finally managed to come up with something for this great landmark. I did a lot of plain enhancement. Then I used Tonemapping a might. After which I copied it, made a new document and after pasting it in twice I inverted one of them. After that it was a matter of using the regular filter in CS2. Topped off with the "Rainy Day" action by Panos.

Very "classic" I guess. Quite a bit of filters and some Lab color boosting.
