for me, accented edges were obvious choice for the water, and dry brush for the pier, but i had no idea wha to do w/ the boats... so it looks kinda crappy... sorry  |

This is a very nice interpretation. I especially like how you handled the colors. Believe me, you're going to love Impressionist.

2. select black with magic wand then select inverse
3. go over image with art history brush in various modes
4. reduce opacity slightly to give back a hint of detail
5. copy of original on top in color blend mode. |

I cannot believe I closed Photoshop before copying my use of filters. I wanted to create more of an imressionistic view of this scene at sunset. I'll try to recreate what I did:
1. equalize
2. smart blur
3. unsharp mask
4. ripple filter
5. smart blur again
6. lighting effects- wide amber directional light from the top
