Very interesting image.

I first ran it through PhotoBrush watercolour - and copied to the clipboard.

Opened original in PS and pasted in the watercolour copy.

Duplicated background layer and moved above the watercolour image. Xero line art in drawing mode. Layer mode changed to multiply.

Merge visible to new layer.

Duplicated merged layer and ran a new plugin I found called sketcher (available from www.littleinkpot.co.uk) changed layer mode of this to overlay.

Had to crop final image to get under the 100k limit.

It's a nice shot to work with. I ran it through VP watercolor, PS watercolor and PS Brush stroke.

3. Nik Old Photo Color Filter
4. Cloned out some of the ribbon
5. USM

Another nice image to play with. I went the simple route and cropped it, VP gouache, Xero Lineart and texture.
