Don't have to do much pretending here - and it's a lot more than 80 F outside.
But I'm sure your mates from Australia/NZ, the real nice people in S.Africa, and at least one guy in Brazil will all forgive you this one. You've got an awful lot of credit!

| | LOL Byro....I definitely don't need to pretend either! Here's a last submission by moi for a while as I'm off on holiday for next 10 days. Just upgraded my computer and finally reloaded everything today...phew! Glad to say filters are operating much faster now.
This was simple to do.
Dupe original layer.
L2 - Buzz Simplifier
Virtual Painter/Collage filter (free)
Layer Blend Mode - Soft Light
Merged all

| | | I was experimenting with the Lighting Effects filter to create some texture on this one. See screen shot of dialog box. (Don't be distracted by the blue rectangle. You won't see that when you open the dialog.) The presence of / positioning of the light doesn't much matter. It's the other controls that seem to have the most effect.
On the white background, I made three passes (from center towards the edges) with a chalk brush. With each pass I lowered the opacity and made the brush larger.

Neve - The texture effect is effective as well, however, I think the frame type distracts to a degree with this particular rendition.

Layers (bottom to top)
BG: Original with some changes to the background (top part of the picture)
A: Copy BG. Channel Mixer grey, +26R, -20G, +75B
B: Copy A. Invert. ColorDodge mode
A1: Copy A (turn off visibiliity for now)
B1: Copy B (turn off visibiliity for now)
A2: Copy A (turn off visibiliity for now)
B2: Copy B (turn off visibiliity for now)
Run Watercolor filter 7/0/2 on layer A
C: Merge visible (A&B)
Turn on visibility for A1 & B1. Turn off C.
Run Underpainting 8/15/canvas/16/100/topleft on layer B1
D: Merge visible (A1 & B1). Levels Adj to darken. Mulitply mode. 100% opacitiy
Turn on visibility for A2 & B2. Turn off D.
Run RoughPastels 28/6/canvas/100/25/topright on layerB2. Rotate image 90deg. Repeat above steps (RetouchPRO + rotate) 3 more times (total 4 applications of RetouchPRO).
E: Merge visible (A2 & B2). Levels Adj to darken. Multiply mode. 58% opacity. Add a layer mask. Fill w/ black. Paint with white in selected areas (bird, stump, water). Restore visibility of layers C & D.
F: Copy BG. Color mode
G: Curves (to darken)
H: Merge visible (C,D,E,F,G). Texturizer canvas/100/4/topleft. Opacity 50%.
Note scaling / JPG for posting degraded the texture quite a bit.
