Here's my attempt at your photo. I scanned in a geometric design and turned it into a Selection. I copied this to its own Layer and applied some Layer Styles to it, Bevel Drop, shadows, Outer Glow.
I then partially Desaturated the Background Layer adjusted the Hue and applied a Radial Blur.
Hope you like it.

Oils/Detail Oils Brush 10 and Fine Camel 10 on Tree and Floral Bushes.
Liquid Ink/Depth Bristle on building (excluding windows)
Cloners/Soft Cloner to put back window details.
Ditto................... to put back ground, bushes, people details. |
