A fun ride in Elements2... MotionBlur on a copy, masking the rider, & merged with the original. On the resulting layer -- DiffuseGlow, ColorPencil, DryBrush, & 2 applications of RoughPastels using a weird texture I found. Next, a (high) bandpass layer with hide_all mask exposing the rider. (LinearLight). Finished with a texturizer layer (same one as used in roughpastels) in Overlay and Curves Adj. to darken things a bit.
