Help with Combine and Resize Project

I need to combine 3 images that are currently 1050 pixels width by 825 pixels height (3.5 inches by 2.75 inches at 300 pixels/inch resolution) then reduce them to 640 pixels height and 426 pixels width so I can put them on a pre-printed 4 x 8 photo card. I have tried a couple of approaches and gotten close but nothing exact. I am using Photoshop CS. Any suggestions? Thanks in advance.

Well what comes to mind is to use the crop tool and set it up to crop the photo to 426W and 640H Pixels at 300pixels/Inch. That should do it in Photoshop.
