When it comes to frame-type actions, the action author has 3 options:
* program specific edge widths, for example 1" for T, L and R, and 2" for bottom, a method that which works fine for images of a specific size, i.e., one action for 8x10, another for 11x14, another for 24x30, etc. assuming different edge width requirements for each size
* program edge width based on a percentage of image width and height, a method that has limitations in terms of landscape vs. portrait orientation
* program the action to stop along the way to solicit user input as needed, which doesn't work well if one is attempting to do batch processing
So there's no free lunch here...
