Making a glass out of liquid

Yes I realise the post is confusing but I would like to make it appear as if a vodka glass has been created out of water droplets (or vodka.) I have seen a few commercials with that look and was wondering if anyone new how to go about it. I'm presuming many passes of the liquify tool? But what else.

so just liquid in the shape of the glass but no glass?
droplets/bubbles/condensation?

Yup, as if there has been a splash and the liquid splashes up in the form of a glass.

I've been looking at links from both threads - They are brilliant! Tedious work and plenty of effort I imagine, but are some of those images not done with some kind of 3D app?
