I'm willing to bet that the animations are done in AfterEffects. Photoshop can't do that kind of work, but you can import layered psd files into AE and pull this off easy.

Not to split hairs with my first post, but you could do it in Photoshop if you do it frame by frame, or the stip effect.

He could also be using a higher end nodal compositor such as Nuke, Shake, or even Flame.
