Appreciate your thoughts, you have confirmed what I suspected, that there is no really effective way of doing this. I have been brushing it in by hand up to this point, and will address the shadows and highlights to make it more realistic if I can actually get the color into all areas of the hair first!

Is there any way to apply the color using one of the blend modes where it would apply the color layer to the darker pixels and ignore the lighter ones?

Not really... Repairman gave good suggestion for applied use. I was going into theoretical aspects to explain why it wasn't mathematically feasible, but people still mask this stuff for real jobs that are handed off to clients and publications. It's important to bear that in mind. Repainting strands where necessary and color correction are entirely viable working from what you have there. It's not a lost cause as an image. What I said wouldn't happen was the idea that you could have a repeatable technique that would grant a mask and expect to have a perfect hair adjustment from that mask with the perfect transition.

I tried using LAB to swing the colors apart then just refine mask. On the lores jpg it turned out ok.

About the affecting only dark or bright pixels you can use apply image. With your selection selected go to apply image and use multiply, select inverse if you want to affect only the dark pixels. can be repated for more contrasty selection. This sometimes has a good effect on recoloring hair. You can obviously try color mode on your layer rather than doing the apply image, but I guess you have allreday tried this.
