How to get this edit style

How could this color style in photo being archived from raw files? It looks very interesting...

Let's consider the setup of the image, because very little of this is dependent on retouching. The retouching isn't very good. For an example of this, note the discoloring on the woman's hand.

The people are backlit. There may be some moderate amount of fill lighting. The sand provides some. Exposure was weighted toward the subject, so the background is over-exposed. This is to be expected with the backlighting. They added too much contrast. You can do better if you avoid doing so.

Get the lighting and exposure down, ensuring that the subjects are adequately exposed in camera. Even out lighting on the subjects in post if necessary. Adjust white balance and skintones to taste. If you want better results, consider masking the skin when necessary and darkening bright clothing just a little bit for better detail. I think this person messed up that aspect. The white clothing is lacking in detail yet still off in color balance. The skintones are very poorly adjusted.

Lastly keep corrections as simple as possible. People often suggest over-complicated strategies, and they break far too easily. Keep things simple. If it starts to get too complicated, break image down into smaller pieces.
