Seen this before, it's impressive.
There is a magazine which comes out every month or so called - Computer Arts Projects - it's a spin-off of Computer Arts. Issue 50, 2003 dedicated most of the magazine to achieving this type of effect/makeover. Back issues are available from the publisher OR your Newsagent probably can get the issue for you.

I think its pretty close
All I did is what I would do to restore an image
Duplicate layer
Dust & Scratchs on skin
Lower opacity to 70%
Added an overlay layer filled at 50% gray
Dodged eyes on that layer with white at 2%
Used sponge tools at 10% on saturate mode for lips
Added colore layer for eyes
Thats it
I know there is somthing wrong with her left eye (right eye for us) But you get the point...
I know its far from perfect, buts its fast and only takes about 3 minutes |

I tried ordering the back issue but the company said they no longer have that issue to order.
So if anyone has it and if it's not too much could they scan those sections of the magazine?

You wouldn't like see someone share your retouching works on the internet because you don't have the originals anymore, would you?
You should try e-bay, or the forum of CA and ask if someone sells that peculiar issue... |

As for the sharing comment. I thought about it and came to the conclusion that if people could no longer obtain where it originally appeared and the only available option was for someone to share it with another person then I wouldn't mind. I'd be flattered that someone would want to read my works.
If it was posted for the whole world to read and a copy of the magazine was still on the shelves then I'd be upset but, like in this instance, the magazine publisher has no back issues available and so a means of obtaining the magazine (and article) becomes almost impossible. Quote: |
