Need some more input I thought this original picture looked washed out so I tried to adjust with Levels and Curves and maybe Color Range but now, the poor baby looks like he has red sploches everywhere. Any advise?

Rather than trying to add colour density by adjusting levels or curves, try duplicating layer, set new layer blend to multiply, then adjust layer opacity to get desired result. In my image, the opacity is about 30%. I found there were less blotches than when I adjusted using levels.

You could try increasing the saturation just a teensy bit. But, the original looks perfectly fine to me. It didn't look washed out at all.
