Light and dark streaks

Hello all,

I'm trying to retouch a 1961 photo that I scanned. It has alternating light streaks on the photo itself. It is not a scanner artifact. I do not remember them being there before. Must the age of the print. Haven't seen it in years.

I have Katrin Eismann's book, second edition, but I don't see anything that matches up very well.

Any ideas on how to conquer this? If I'm missing something in Katrin's book, please tell me.
