Restore Old Photo

Thanks for all the suggestions. Ordinarily, I have so many other photos to work on that I wouldn't have tried this one. I have only one other picture of my great grandparents so I thought that I would try and work on this one. Your suggestions have given me a place to start. Thank you for your time and suggestions.

Thank you very much for sharing your method.

I had another go at this using your contrast mask.

I think this is a little better than my first attempt but I find it very difficult knowing which way to move each curve.

I did use Neat Image but faded the effect back to about 50%. Neat Image does not do a good job on this. It looks like PSP has the advantage here. (I cloned out the worst marks)

I'm new here but I had to try too. First: mixing channels - monocrome, then used adjustmentslayers with masks in many steps (curves).

Tessa A very nice restore

That is an excellent restoration. The use of adjustment layers masks seems to me to be the best way to alter the various areas of luminosity that need to be changed.
